William was the son of William and Mary Browne, born in 1780. The Brownes were from Woodhall in the parish of Caldbeck, Cumberland for many generations. His father served as high sheriff in the 30th George III, and purchased the lordships of Tallantire, Dovenby and Papcastle in Cumberland. There were also 3 daughters, Mary, Elizabeth and Isabella.
William was educated at the Charterhouse and entered the army in 1799. He was a sailor and merchant before the days of the East India Co. Made a good fortune and inherited Tallantire Hall in Cumberland when his father died in 1802.
He married Catherine Stewart in Arthuret, Cumberland in 1803 (youngest daughter of William Stewart of Castle Stewart in Wigton, Scotland). They had 7 surviving children: Catherine, Mary, Jane Euphemia, William, John Stewart, Caroline and Harriet.
William was a magistrate and deputy-lieutenant for Cumberland, and served the office of sheriff for Cumberland in 1817.
They lived in Tallantire Hall, Cumberland.
The 1851 census listed William as a "landed proprietor & magistrate, also occupier emply". He was 70 years old and living with his wife Catherine (72), daughters Catherine (46), Euphemia (40) and Harriet (28), and with grand-daughter Caroline (3). There were also 4 servants listed as part of the household.
His wife Catherine died in 1859 and when William died in 1861 Tallantire Hall was left to his son William (a barrister-at-law living in Carlisle) and spinster daughter Catherine.
