Rhoda was born on 8 February 1915 at Crediton, Devon. Her birth was registered at Crediton in the first quarter of 1915. She was the daughter of James Albert D Budge and Henrietta Mantle who married in 1910, registered at Crediton.

Listed at this address are father James A D Budge (born 27 September 1884, married, dairyman and grocer), mother Henrietta Budge (born 23 December 1887, married), assumed brother Thomas J Budge (born 26 March 1912, single, analytical chemist), Rhoda H Budge (born 8 February 1915, single) and assumed grandmother Rhoda G Budge (born 22 June 1859, widow). Also present is Ernest Liverton (aged about 67, a plumber and decorator) who may be a lodger.
