(Born Lyons, NY, Mar. 22, 1836 - Died Dubuque, IA., May 2, 1901). Mayor. Burch served as the mayor of Dubuque in 1876, 1877 and 1878. Involved in the lumber business, he was also president of the Second National Bank and the Dubuque and Northwestern Railway. Burch served on the boards of the Norwegian Plow Company and the High Bridge Company and was a trustee of the Carneige-Stout Library, Home of the Friendless, and Finley Hospital.
