Frederick was the son of Stephen Burgess and Elizabeth Nesbit.

Frederick Burgess and his wife Anna A. Heckman moved to Oshkosh, Wisconsin when Frederick was 23. He was the first of three Kings County Branch of Burgesses to take up residence in the USA. In Oshkosh, he became a school teacher, sheriff, deputy collector of Internal Revenue Service, Secretary and Treasurer of the Oshkosh Match Works and was also engaged in other financial pursuits. Charles , George and Kenneth are all listed in "Who's Who in America".
