Israel was born about 1715-1725, probably to John Burnley and Phoebe Davies. He may have emigrated with his father from England to Virginia in the early eighteenth century.

He married Hannah Terrell, daughter of Joel Terrell and Sarah Elizabeth Oxford, about 1749 in Hanover, Virginia. They may have had at least 9 children (all were probably born in Virginia):

Moved from Hanover, Virginia to Bedford, Virginia, then to Wilkes County, Georgia, with his wife's uncle, Capt Peter Terrell. In 1783 or 1784, he settled in George on the Ogeechee River, near the Hancock County line (formerly Wilkes County) and built the first mill on the river. He made an application in 1784 for a land grant in Georgia. He is considered one of the early settlers of the area.

He died in late 1780-early 1790. Possibly in "Plantation Cemetery", or in an unmarked grave "near the home of Mrs Fannie Barksdale". One anecdotal record states he and his wife were buried near their residence in Wilkes County in a private cemetery. [1]

His Last Will and Testament is dated 14 Nov 1787, and proved on 25 Jan 1791.

The family Bible is said to have been lost in a fire in the home of one of their grandsons.

According to the book, Ancestors of Jimmy and Rosalynn Carter, by Jeff Carter, he is listed as an ancestor of the Carter's, through his son, Henry.

My name is Chris Smith. I am a descendant of Hardin Burnley. He is my 5th great grandfather. My brother, father, grandfather and 2nd great grandfather was Burnley Duke Smith. My 3rd great grandmother was Elizabeth Duke and her mother was Elizabeth Burnley.

I wanted to mention too that on page 81 of the Burnley Ancestors and Allied Families it states that a Joel Burnley was a son of Israel Burnley. He died in 1781 while in the army. He predeceased his father so he was not mentioned in his fathers will. His name should he added as a child of Israel and Hannah.
