Peter was born on 16 July 1754, the only son of Peter Burrell of Langley Park and Elizabeth , daughter and co-heiress of John Lewis of Hackney, Middlesex. He was educated at Eton (1761-1770) and St. John's College, Cambridge (1771) and Lincoln's Inn (1774). On 23 Feb 1779 he married Lady Priscilla Barbara Elizabeth Bertie, the daughter of Peregrine, 3rd Duke of Ancaster. They had three sons and one daughter. He succeeded his father in 1775. His wife succeeded to a great part of the Ancaster estates in 1779, to the barony of Willoughby de Eresby and to the hereditary office of Lord Great Chamberlain of England on 18 Mar 1780. He was appointed her deputy in Aug 1781.
He held the office of Member of Parliament (M.P.) for Haslemere between 4 November 1776 and 1780. He was invested as a Knight on 6 July 1781 at St. James's Palace, St. James's, London, England. He held the office of Member of Parliament (M.P.) for Boston between 23 March 1782 and 1796. He succeeded his great uncle, Sir Merrick Burrell, to the title of 2nd Baronet Burrell, of West Grinstead Park, co. Sussex [G.B., 1766] on 6 April 1787. He attained great wealth. He was created 1st Baron Gwydyr, of Gwydr, co. Carnarvon [Great Britain] on 16 June 1796. Soon afterwards he moved from Langley Park to his wife's estate in Carmarthen. The 'lower lake' mansion at Kelsey fell into disuse.[3]
