Ethel Burrow was born in Wales in 1891. She spent most of her life in Cheshire, Birkenhead, across the river Mersey from Liverpool.
Ethel apparently never married and died aged 28 in 1919 - the year before the family photo was taken - see Mother - Bessie Jane Burrow.
Actually Ethel may have died in the Spanish Flu epidemic in 1918 and her death was not registered until the first quarter of 1919.
