Phebe lived on Snow Hill Plantation in Orange Co, NC. She was a slave owned by Duncan Cameron. There are two Phebe's on this plantation.

Phebe is seen on the 1845 Snow Hill Plantation slave census,[1]

and on the 1865 Snow Hill Plantation slave census.[1]
