Charles was born in 1930 in Magnolia, Arkansas and lived there through the late 1930's[1].
He attended Phillips High School in Birmingham, Alabama from 1945-48[2][3]. He attended Tulane University in 1949[4], and Birmingham Southern College in 1951[5].
He served in the US Air Force from 6/30/1951 - 6/29/1953[6].
He was married on 8/24/1952 in Birmingham, Jefferson, Alabama to Elizabeth "Betty" Woodham[7]. They had one daughter, Beverly, who was born in 1955. They were divorced in January, 1956, in Los Angeles, California.
He was married in May, 1965 in Dade, Florida to Carol Winterstella[8].
Charles was the State Court Administrator and Administrative Director of Courts for Alabama from 1971-1977[9], and in October 1977 was appointed Special Assistant to the Chief Justice[10]. In 1975 he was a recipient of the "Award of Merit" from the Alabama State Bar[11]. In November, 1977, he became the Court Administrator for Harris County (Houston), Texas[12].
He died in Humble, Harris, Texas on 11/8/1981[13][14] and was buried in Elmwood Cemetery in Birmingham, Alabama[15].
