Patrick "Andy" Andrew Carr was born on July 1869 in Fork Lick, Webster County, West Virginia.[1] It is here Andy grew up and received his education.[2] Sometime around the 1890s he moved to Arkansas where he married Della James Meek on December 18, 1891 in Sebastian County, Arkansas.[3]
In 1900, he lived at 601 South 7th Street in Fort Smith, Sebastian County, Arkansas. Here he worked as a city policeman for the city of Fort Smith.[4] He later became a Frisco detective before resigning to become deputy sheriff. In 1908, he was elected a constable for the Fort Smith District.[5] Mayor Bourland appointed him to the city detective force.[6]
On the night of April 1, 1912, Officer Carr was assisting another officer in an attempt to arrest Sanford Lewis. A Fort Smith police detective had observed Sanford engaged in a loud verbal confrontation with a female on Garrison Avenue. He arrested him, and on the way to jail Sanford escaped. Andy Carr hearing this on the radio joined the officer in an attempt to apprehend him. During the pursuit, Andy Carr was shot, a bullet struck above the right eye and entered his skull. He was taken to St. Edwards Hospital, where he remained conscious most of the time. He died the next day from his wounds. A mob formed upon hearing of his death and broke into the jail, dragging Sanford Lewis, a nineteenth year old African American, from his cell and lynching him on Garrison Avenue.[7] He was buried at Oak Cemetery in Fort Smith, Sebastian County, Arkansas.[8]
