Educated at Eton and Christ's College Cambridge 9 children. At Eton he founded Eaton beagles 1857. He went to London to study Agriculture Engineering, Land Agency, Agriculture Architecture After fathers death he leased the farm at Upton Grove Tetbury in Gloucestershire.

Purton Wiltshire is the earliest know area where a Carter lived.Hullavington, Foxley also. There are alot of Carter graves in the churchyard.
