John was born about 1821 in Virgina. He was the son of Edwin Carter and Judith Carter.
He died on September 22, 1878 in Chicago, Cook County, Illinois. An obituary was published on September 23, 1878, in the Inter Ocean newspaper in Chicago.

The Late John F. Carter
John F. Carter, a notice of whose death appeared in The Inter Ocean yesterday, was an old resident of Chicago, and for many years a prominent wholesale merchant. He organized and established the old firm of Whittemore, Carter & Brown, whiich was succeeded in 1871 by the firm of Eddy, Harvey & Carter. Mr. Carter retired from active business on the 1st day of January last, owing to ill health. Since that time he has tried the medicines of rest and travel, but to no purpose, and ofr a month past he had been aware that his death was but a matter of a short period. To the business men of Chicago he was known as a perfect gentleman and an active, energetic busissman. His word was as good as his bond, and among business acquaintances he was loved for his high-toned principles and genial manners. Socially he was endeared to hundreds, both old and young, and the weeping and sorrowing are not only those of his own household, but also those who have in past learned to love him devotedly. The funeral was largely attended and the remains were taken to St. Louis, his former residence. He was a member of Grace Episcopal Church of this city.

1850 - United States Federal Census - In the 1850 census, Judith A. Carter, 40, is living with her family in St. Louis (Independent City), Missouri. Living with her are her son, John F. Carter, 29; his wife, Cealia Carter, 26; and their children Ann O. Carter, 5, and Theresa Carter, 2; Judith's son Stewart Carter, 27; her nieces, Mary Rhodes, 16, and Nancy Rhodes, 14; her nephew, William Rhodes, 9; and her two sons, Duncan S. Carter, 30, and Edwin L. Carter, 37. John F. is listed as a merchant and head of household; Stewart as a clerk; Duncan is commanding a steamer and Edwin is shown as a clerk.[1]
