Biography

Frances was born in Astbury, Cheshire, England, on November 29, 1899.^[1] Her birth was registered in Congleton. She was the daughter of Clement Cartlidge and Ann Phillips. She was enumerated in the 1901 census ^[2] as a two year old living with her parents and two siblings in Bradwell, Cheshire. She was listed as a student at the Elworth, St Peter's National School, Middlewich Road, Cheshire, in 1903. ^[3] In 1911, ^[4] she was one of four children residing with her parents in Bradwall.

Frances married William Phipps in 1927.^[5] The marriage was registered in the second quarter in Congleton. It is unknown if the couple had children.

Frances passed away in 1983.^[6] Her death was registered in the second quarter in Congleton & Crewe, Cheshire.
