Elizabeth City (or Elizabeth Cittie as it was then called) was one of four incorporations established in 1619. In 1634 Virginia was divided into eight counties (briefly called shires), with Elizabeth City initially becoming Elizabeth River, then Elizabeth City County.
Elizabeth City Parish was one of the original parishes, renamed in 1619 "from Kecoughtan Parish, which was formed abt 1610". It served Elizabeth City County until after 1785.
