In 1826, the town of Harrisburg was formed by John Richardson Harris. By December of 1835, the Provisional Government of Texas had defined the boundary of the Municipality of Harrisburg. After Texas won independence from Mexico after the Battle of San Jacinto on April 21, 1836, the First Texas Congress established the structure of the Harrisburg County government and in December of 1836 designated the county seat at the new town of Houston. In December of 1839, by an action of the Third Congress, Harrisburg County was renamed to Harris County.
