The first Pennsylvania Constitution, adopted in 1776 established a 12 member "Supreme Executive Council" as the governing executive branch of government. The Council in turn then selected from among their number the president as the chief executive. Pennsylvania numbers the presidents separately from governors, which office was established in the 1790 constitution.
