David Cecil was son of Richard Cecil of Wakerley in Northamptonshire and his wife, Elizabeth Cope. [1] He was educated at Clare College, Cambridge, matriculating in 1620 and was admitted to Lincoln's Inn in 1627. [2]
He married Elizabeth Egerton, daughter of John Egerton and his wife, Frances Stanley. [3]
He was returned to Parliament in 1640 as member for Peterborough but on 6 July 1640 he succeeded his uncle William Cecil as Earl of Exeter and Baron Burghley and so had to resign his seat in the House of Commons.[1]

David died on 18 April 1643 in Londn [3] and was buried at Stamford Baron. [2]He was succeeded by his son John Cecil, 4th Earl of Exeter.
