Leonard was born in 1893. His father was Thomas Clemens and his mother was Elizabeth Tarrant Pengilley. Leonard was one of 12 children (2 died young).
His father was a carpenter but died in 1909 when Leonard was quite young. His mother was a laundress. Leonard initially was apprenticed to be a carpenter. He later became a licensed victualler (1939).

Leonard married in 1916. His bride was Minnie Althea Ley. They had a son William and a son Philip, Both of whom served during World War Two. Philip, as a pilot, died in World War Two.
He passed away in 1970.
