Frank was born in 1902. He was the son of James Cleveland and Georgia Gaines. He passed away in 1981.

Frank Cleveland, son of James Alfred and Georgia, born Jan. 6, 1902; died Oct. 15, 1981; married Carilou Webb, born Jan. 16, 1902; died June 1, 1992. No children. Frank’s obituary appeared in the Oct. 16, 1981 issue of the Anderson Independent as follows: “Frank Cleveland, 79, of 783 Wayside St. Cornelia, Ga. husband of Carilou Webb Cleveland died Thursday at Habersham County Medical Center. Born in Elbert County, he was a son of the late J. Alfred and Georgia Ann Gaines Cleveland. He was a retired passenger and freight agent for Seaboard Railroad, a member of Philomath Masonic Lodge No. 25, Elberton, Cornelia Kiwanis Club and Cornelia First Baptist Church. Surviving are wife, of the home; brother, Fred Cleveland of Roswell; sisters, Mrs. Margaret Bond of Elberton, Mrs. Mary Haire of Mocksville, N.C. “
