Howard Haines Cloud was born on January 19, 1892, in Indiana, the son of Lewis E. Cloud and Mary Ellen Ratliff.
Haines served with first the United States Army Air Corps and then the United States Air Force from 1917 to 1952, achieving the final rank of colonel during his career.
He died at the hospital at Fort Sam Houston, San Antonio, Bexar County, Texas on February 14, 1962 and was buried in the Fort Sam Houston National Cemetery.[1]
