Biography

Chester was born in 1912 in Indiana. He was the son of Joseph Coates and Martha Brown.

Chester served in the U.S. Navy during World War II from 1943-1945 as a recruit company commander.

Chester graduated from Michigan State University and had a career in law enforcement with the Indianapolis Police Department, retiring in 1974 as a Lt. During his career he had been chosen by the U.S. Government as one of twenty law enforcement official to write guidelines in riot prevention and police community relations, the areas in which he had earned his degree.

Chester as involved with several human and civil rights organizations in Indianapolis, as well as fraternal organizations including the Elks Lodge and Fraternal Order of Police.

He passed away in Indianapolis in 1982, survived by his wife Myra. He was entombed in the Calvary Cemetery mausoleum in Indianapolis.
