Charles was born in 1854. He was the son of Ignatius Cockshutt and Elizabeth Foster.

He married Jessie Scott in 1881. Their marriage record reads:

Charles, a widower, died on February 9, 1910, in Toronto, York, Ontario. According to his death record, he was born on March 1, 1854, the son of Ignatius Cockshutt of England. His mother's name was not recorded. His cause of death was idiopathic anemia, 1 year.
