Collignon was an architect in his professional life, well-known for his residential work. He located to Birmingham, Alabama, in 1899 from Atlanta, Georgia. He was a "carpet bag" architect, that is, he followed realty "booms" for work; he located, briefly, to Jacksonville, Florida, after a fire destroyed most of the city's business district in 1902; he returned to Birmingham in 1904, but, he located to the Oklahoma Territory in 1906. I have traced him to San Francisco at the turn of the century where he was involved in a well-publized divorce from his first wife; apparently, there was at least one child by his first wife, an actor. His best known work at Birmingham was the residence of Eugene F. Enslen; google 2737 Highland Avenue, Birmingham, Alabama, and, you will be able to pull up photographs of the house which is on the National Register of Historic Places.
