Biography

Frederick Charles was born in 1881. He was the son of Mary and John William Cook [1] He married Margaret Jane Hyslop in 1907 [2]

ACTION AGAINST A COMMITTEE WELLINGTON, October 24. At the Supreme Court a writ of mandamus was applied .for by Frederick Charles Cook, publican, of Kumeroa, and James Drysdale, sawmiller, of Nireaha, against the chairman and members of the Pahiatua Licensing Cominitte of the grounds that they had acted ultra vires in determining the license of the Kumeroa Hotel. A license was granted in June, 1912, and no local option poll had been taken since prior to the annual meeting of the Licensing Committee on June 5, 1914. A notice was served on the plaintiff to carry out certain improvements. The committee granted the license to the plaintiff but restricted the term to September 30, 1914, attaching a condition that the improvements should be effected by the time of the quarterly meeting to be held on May 25, 1914. At that meeting a temporary licenso was granted for three months. At the next quarterly meeting, hold on September 2, 1914, the improvements, had not been effected, and the committee stated that the license would be determined at the end of the month on the ground that the requirements of the Licensing Committee had not been carried out. No notice had at the time been served on the plaintiff Drysdale, who was the owner of the property, as to the improvements required by the committee. Mr T. M. Page, who appeared on behalf of the plaintiffs, contended that the Licensing Committee exceeded its jurisdiction in attaching any such condition when granting the license. The Court reserved judgment. [3]


He passed away in 1963 age 82 [4]
