Phoebe was born February 5, 1832 in Wilkes County, North Carolina. She was the daughter of Ephraim Cook and Lavinia Marlow.[1][2]
She was married about 1850 in Wilkes County to James Wesley Parlier, He was the son of Jonathan Parlier and Rebecca Shinn,[2]

Phoebe Cook Parlier passed away in Statesville, Iredale County, North Carolina, on April 27, 1917 at the age of 85.She was buried in the Oakwood Cemetery, in Iredale County, A memorial stone also stands in the Parlier Family Cemetery, in Wilkes County,[2][3]

Mrs Phoebe Parlier, aged 85 years. died suddenly early Friday morning at the home of her son, Mr. J. W. Parlier. in South Statesville. Shortly after rising, Mrs, Parlier complained of feeling ill. She succumbed in a few minutes. The funeral service was conducted by Rev, G.H. Church and the interment was in the Oakwood Cemetery.[2]
