Horace Spencer Cooley was born in Hartford, Conn., the son of a prominent doctor, William Cooley. Horace studied medicine, then lay. In 1840 he moved to Illinois, became the quatermaster general of that state and later the Illinois Secretary of State.
Horace was also the editor of the Quincy Herald, superintendent of the Illinois school system, and grand orator of the Grand Lodge (Masonic).
