Francis was born on August 25, 1891, in Liverpool, Lancashire, England. His parents were James Corrigan, and Margaret Lunt. He was baptized on September 6, 1891, in Liverpool, at St Anthony's (RC) Church. It appears Frank remained with his family in the Liverpool area until his marriage in 1912.
Frank married Margaret Dumbell on July 14, 1912, in Liverpool, at Saint Lawrence Church, Kirkdale. The couple would have three children before Frank's death in 1918.
Frank enlisted in the British Army on July 24, 1915, and served in the King's Own (Liverpool) Regiment during World War I. His Regimental Number was 27035. He was killed in action, in France, on September 27, 1918. His personal effects were left to wife, Margaret. Frank was awarded The British War Medal, Victory Medal, and 1915 Star. He was buried at Grand Ravine British Cemetery, Havrincourt, Departement du Pas-de-Calais, Nord-Pas-de-Calais, France.
