James was born in 1847 in Cloonanaha near Inagh in County Clare, Ireland, the son of William Cotter and Susan Moroney. He stayed in Cloonanaha to farm. He married Ellen Callaghan in about 1878. She joined him in Cloonanaha where they had six children together. Three of the children eventually died of tuberculosis. James died of bronchitis in 1909 at Cloonanaha at about age 63 and is buried with his wife at Inagh Cemetery in Inagh, County Clare.
