Joseph Emmett Cotter was born on 25 Jan 1911 in Union City, Darke, Ohio, United States, son of Joseph Edmond Cotter (1881 - 1948) and Sarah Ann (Kelly) Cotter (1880 - 1957).^[1][2]

Joseph died on 27 Jun 1959 in Wayne, Indiana aged 48.^[3][4] He is interred at Saint Marys Cemetery, Richmond.^[5]
