Biography

Lucy /Councill/[1][2][3][4]was born about 1674 or up to 1684 in Isle of Wight, Virginia.[5][6] Lucy Council is the daughter of Hodges Council and Lucy Hardy. She is the sister of John, Hodges, Christian and Hardy. Lucy was shown to be married to Richard Wooten.[7][8] in 1703[9] in Isle of Wight County, Virginia[10]. She is the mother of at least William Wooten and John Wooten. She passed away about 1735 in Isle of Wight, Virginia. [11][12]

The Wife Debacle

Lucy Council has been incorrectly documented as the wife of Joseph Vick due to wording in the deed of Hodges Council and the naming of Lucy Vick.

"Some researchers, because of the gift, have supposed Joseph's wife to be Hodges' daughter, Lucy. Lucy Councill, however, married Richard Wooten after her father's death in 1699." [3]

Col. Robert Arthur eventually rejected the theory that Joseph Vick was married to a daughter of Hodges Councill. He stated, "The wife of Joseph Vick is not named in the records, but it is not likely that she was a daughter of Hodges Councill, as has been inferred... from the wording of a deed... Equally valid would be the inference that the gift was from godparents to a child named after her godmother." - Robert Arthur, Vick [New Orleans: Typescript, 1959].

Hodges Council gifts land in 1675 to Joseph Vick mentioning Joseph Vick's daughter, Lucy. How could Lucy Council, who was born in 1676, have ever been the wife of Joseph Vick? Besides, she is still unmarried according to her father's will in 1699.

As noted under Sources, the LWT of Hodges Council mentions both his "daughter Christian, wife of Edward Bryan;.." and "daughter Lucy Council...". The fact that he mentions the husband of daughter Christian but not of Lucy implies that Lucy is, as yet, unmarried. The LWT also says "I give unto my daughter Lucy Councill 200 acres beginning at the corner tree... unto her & the heirs of her body & for want of such heirs unto my son Hardy Councill & his heirs forever.". This also implies Lucy has no heirs yet (and is unmarried) and also suggests that she needs to have heirs to obtain what is being left to her.

It seems likely that Lucy was still a minor at the time of the LWT (1699) putting her birth date closer to 1684 than 1676 or 1674. This is also more consistent with the 1724 birth of her son John Wooten. If John were born in 1724, Lucy would have been 48 years old at the time (if she were born in 1676) or 50 years old if she were, as other biographies say, born in 1674.
