James Cowgill was born 2 Apr 1848 in Henry County, Indiana, United States. He was the son of William Martin Cowgill and Rhoda Phillips. He had eight siblings. He was the brother of: John Mason Cowgill, Francis Cowgill, Isaac Cowgill, Jesse Cowgill, Emeline Cowgill, Charles Cowgill, Elizabeth Cowgill and Margaret Cowgill.

James was the husband of Pamela Ellen Myers — married 22 Sep 1867 in Henry County, Indiana, United States.

He was the father of Effie Leah Cowgill, Mae C Cowgill, Cora Frances Cowgill and James Earl Cowgill.

James was a Civil War Veteran and the Mayor of Kansas City Missouri from 1918-1821. Earlier he had been city treasurer at Kansas City.

James Cowgill died 20 Jan 1922 at age 73 in Kansas City, Missouri, United States. He was buried at the Elmwood Cemetery, in Kansas City, Jackson County, Missouri, United States.
