Andrew was born in Ireland in 1842, son of Andrew Dempsey and Anne Cuskley. He arrived in the United States in 1849 and lived in Rochester, New York. He served in the Civil War in Iowa. He married Sarah Peterson. They lived in Chicago, Illinois, and had five children. Sarah died in 1883. He later lived in Danville (Vermillion County), Illinois; Milwaukee, Wisconsin (in 1900 in the National Home for Disabled Soldiers), and again Danville, where he died in 1901. He was buried in Danville National Cemetery.
