Albert was born in 1886.[1] He is the son of John Devlin and Katherine Poppinger. His parents lived in Baldwin Township, Allegheny, Pennsylvania.[2][3] He married Edna Tapscott. Albert worked as an electrical contractor at Devlin Electrical Company.[4] By 1930 Albert and his family were living in Bethel Park in Allegheny County.[5] In 1940s, he was working as a tax assessor for Allegheny County.[6][7] He died in 1961. He is buried at Bethel Cemetery in Bethel Park.[8]
