Isaac McCullough Downs was born in 1819. He was the son of John Downs (John William) and Mary Louise McCullough; Married Amelda Bates 31 Oct 1839 Franklin Co., Alabama [citation needed] In 1860 he was a school teacher, in 1870 he was a lawyer, and in 1880 he was a county judge. He was named the first county judge of Zavala County in 1884 when they separated from Frio County's jurisdiction. He passed away in 1891.

He was buried in Edgewood-Woodlawn Cemetery, Batesville, Zavala County, Texas, USA. Tombstone has full birth and death dates.
