Melvin Roy Payne was born Melvin Roy Duggan in Windsor, Ontario, Canada to George Nelson Duggan Sr. and Margaret Alzora Rushlow. George and Margaret later divorced and Melvin was adopted by his stepfather giving him his surname of Payne.
