Arthur was born in Liverpool, Lancashire, England, on March 23, 1894. He was the son of Arthur Dumbell and Harriett Davies. He was baptized in Liverpool on April 8, 1894, at Saint Cuthbert Everton.
Arthur remained with his family until his enlistment into the British Army in 1914. He enlisted to serve in World War I on August 9, 1914. He was assigned to the 5th Battalion, King's Own (Liverpool) Regiment. His Regimental Number was 2215. Arthur lists his address at time of enlistment as 16 Bodmin Road, Walton, Lancashire. (This is the same address the family resided at in the 1911 census). Arthur was killed in action. His death was registered in the Western European Theater, France and Flanders. According to the casualty form, his death was caused by a gunshot wound to the head. He was admitted to the Field Hospital on June 4, 1916, and was pronounced dead the same day. He was twenty two. Arthur was posthumously awarded the British War Medal, Victory Medal, and 1914-1915 Star. He was buried in Plot II.A.7. Avesnes-le-Comte Cemetery Extension Avesnes-le-Comte, Departement du Pas-de-Calais, Nord-Pas-de-Calais, France.
