Margaret Evelyn Duncan was born on 30 September 1920 in Virginia, United States. She was the daughter of Isaac Estell Duncan (1897–1950) and his wife Willie Thelma Scott (1901–1938).
She passed away on 3 December 1985 in Portsmouth, Virginia, United States and was buried in the Meadowbrook Memorial Gardens, Suffolk, Suffolk City, Virginia, United States.
