Isaac Dunlap was born May 27, 1846 in Illinois. His death certificate lists his place of birth as Quincy, Adams County, Illinois. His Find-A-Grave Memorial places his birth in Pike County, Illinois. He was the son of James T. Dunlap and Mary H. Brown.

Isaac Dunlap's mother, Mary H. Brown, died on November 20, 1848 in Sangamon County, Illinois.

His father married Rosanna McCalley on February 28, 1849 in Sangamon County, Illinois.

Isaac Dunlap's father, James T. Dunlap purchased 120 acres of land in Sullivan County, Missouri in 1857.
