1869 graduate of West Point; served as Inspector-General of Volunteers with the rank of major during the Spanish-American War, and as colonel of the 48th Volunteer Infantry in the Philippines. Returned to the Philippines in 1909 as Commander of the Philippines Division. Retired on 13 January, 1911 with the rank of major general; recalled to active service in 1917 and placed in command of the Southeastern Department, which he held until his second retirement in 1919.
