Howard was born in 1817 in Missouri. On the 14th of January in 1840, he married Charity Tucker in Indiana. He spent most of his adult life as a farmer.
Once he moved to Dunlap, Kansas, he and his wife, Charity changed occupation and became hotel keepers along with their daughter Mary and son-in-law Charles Kidd. By the 1900s he and his wife, both in their 80s, were living with their daughter, Martha Vandergrift. He passed away at the age of 88 in the home of his daughter, Martha. on the 27th of February 1905.
