James was born on March 2, 1925 at Oneida in Scott County, Tennessee. He was the son of Jessie Wade Elliott and Ethel ( Newport ) Elliott. He married Athela ( Craden ) Elliott on March 3, 1949 in Anderson County, Tennessee. James passed away on July 28, 2011at Lake City in Anderson County. On June 26, 2014 the name Lake City was changed to Rocky Top, before the name Lake City was used it was called Coal Creek.
Military Service : PFC U.S. ARMY WORLD WAR II,
James served in France and Germany, and was awarded the Bronze Star medal and the Purple Heart.
