Joseph was born on 20 May 1924 in Malden, Middlesex, Massachusetts, USA. He was the son of John Francis Evans and Agnes Margaret (Crowe) Evans.

In the 1930 census Joseph (age 5) was living in Malden, Middlesex, Massachusetts, USA, with his father John (age 44), mother Agnes (age 33), sister Louise (age 13) brother Albert (age 7), and brother John (age 18 months). ^[1]

In the 1940 census Joseph (age 15) was living at 18 Chester Court in Malden, Middlesex, Massachusetts,, with father John (age 54), mother Agnes (age 43), sister Louise (age 23), brother Albert (age 18), brother John (age 11), and brother Harold (age 9). ^[2]
