There are over a dozen entries concerning Thomas. It is not entirely clear whether some of the records are Thomas, Senior, or Thomas Junior. He was a Justice of the Peace; conferred with others concerning all matters of selling lots for the building of Prestonsburg; the appointing of members of the Electoral College to go to vote for President and Vice President and other various works including the discussion of building roads in the area. He was a former Sheriff.
Thomas Evans was commissioned to build the first Court House in Prestonsburg, KY in March of 1906. While it was being built, the Judges of the court met in various homes to conduct business. In October of 1908, Thomas, Jr had to throw himself on the mercy of the court because the courthouse he built had accidentally burned down right before completion. He was granted mercy and went on to help built the second County Court house with his brother-in-law, Samuel May.
In August of 1814, in the Floyd County, KY Deed book A, it is stated that Catherine Evans, Widow of Thomas Evans, deceased, appointed her son Thomas Evans Power of Attorney to handle the estate of her husband, Thomas Evans. There were contracts between Thomas and Isabelle, his wife; John Evans and Nicey, his wife; Evans Evans and Elsey, his wife; Samuel May and Caty (Evans) May, his wife; Richard W. Evans, John Haman and Peggy (Evans) Haman his wife; James and Polly Evans, his wife; David Evans and Nancy Evans, his wife. There are entries concerning his brother, Benjamin, as well.
Later Thomas was a jailer in Floyd County.
