Joyce was born on March 10, 1927 in Sedro-Woolley, WA. She was the daughter of Lester Price Finsen and Adaline Caroline Bagley. She had a sister, Dorothy Emma Finsen, who passed away from polio before Joyce was born. An older brother, Donald James Finsen who is still living in the area and a younger brother, Lester "Duane" Finsen who preceded her in death.
Joyce was always a hard worker. She worked in the home of her neighbors for less than a dollar a week when she was a teenager, taking care of the younger children and doing the laundry by hand. She was an honor student and an avid tennis player in high school.
On January 13, 1946 she married Cecil Edward Rudolf Dillard in Mt. Vernon, WA. She had met Cecil a year before at the Burlington skating rink when he asked her to skate with him. Cecil preceded her in death on January 10, 2010.
In their retirement years Cecil and Joyce traveled all over the world. Mostly in Asia and Europe and then in their motorhome all over the US. They spent winters in Arizona for some time and enjoyed that.
Joyce was very involved in Eastern Star and many other social activities. She was very social and always loved being active till the end. She had many friends who adored her as did her family. She was always ready to help those in need. She had a love of travel as well as a love to be active and have fun. She had an amazing sense of humor and a quick wit. She not only worked hard but was able to juggle raising a family. She would work during the day at Skagit State Bank in Burlington and run home at lunch to get dinner in the oven. Later she helped start the Mt. Vernon branch of Mt. Baker Mutual Savings Bank, (now U.S. Bank). She did a great job of being there as a mother and wife while still working full-time.
Joyce and Cecil had 3 children: Phyllis Anne (Dillard) Fletcher, (Chuck), David Edward Dillard (Becky), and Darrell Lee Dillard (Shelley). She also leaves behind 5 grandchildren: Andria Kennoy, Jennifer Seo (Stan), Angela Tomooka (Brandon), Wendi Dillard and Jeff Dillard (Mary Beth). She leaves great-grandchildren: Kelsey Kennoy, James Kennoy, William Kennoy, Ryan Seo, Noelle Tomooka, Shannon Seo, Alex Tomooka, Josie Tomooka, Maggie Dillard and Addy Dillard.
Memorial services will be held at Bethany Covenant Church, 1318 S. 18th Street, Mount Vernon at 11:00 AM April 12, 2014.
In lieu of flowers the family would prefer donations be made to hospice.
