Thomas was born in Liverpool, Lancashire, England, on January 4, 1856. His parents were Matthew, and Margaret Fisher. Thomas appears to be the oldest of five children. He seems to have remained with his family in the Liverpool area until his marriage in 1878.
Thomas married Martha Aspinall, in Liverpool, on February 4, 1878, at All Saints Church. Thomas and Martha would remain in the Liverpool area. The couple would have twelve children between 1879, and 1904. In the 1911 census, it is noted that twelve children were born alive, but four children had died. Thomas was a "Carter" from about the time of his marriage in 1878, until at least 1901. In the 1911 census, he declares his occupation as "Fish Hawker", with his wife "Assistant in Business". Thomas passed away, in West Derby, Lancashire, England, in 1931.
