Thomas was born in Liverpool, Lancashire, England, on July 15, 1912. His parents were George Fisher, and Sarah Townsend. He was the fifth, of eight children. Thomas was baptized on July 30, 1915, in Liverpool, at St Matthias. Thomas was enumerated in the 1939 Register residing in Huyton with Roby with his mother Sarah, and sister, Ada. (Huyton with Roby Urban District was a local government district in Lancashire, England from 1894 to 1974).

No further records of Thomas have been found, to date, post 1939.
