Thomas Flavin Jr. was born in Ireland.

Thomas was born on 8 April 1862 and was baptised on 19 April 1862 at Longford, Clongish, Ireland. He was the son of Thomas Flavin and Elizabeth Judd.

In the UK Census Dated 1871 Thomas Flavin (aged 8 and a student) was recorded (along with his brother William Flavin (aged 10 and a student)) at the Monastery, Cotton, Cheadle, Staffordshire, England.

By the UK Census of 1891 Thomas F Flavin (28 and a Civil Engineer) was living with his parents Thomas Flavin and Elizabeth A Flavin (aged 59) at Glen Villas, 28 Stanley Road, Withington, Lancashire, England. Also in the household were his adult siblings Francis J Flavin (26 and a Medical Student) and Elizabeth M Flavin (23 and no occupation recorded), as well as General Domestic servant Sarah Ann Williams (26).

In the UK Census Dated 31 March 1901 Thomas F Flavin (38 and a Civil Engineer) was still living with his parents Thomas Flavin (88 and a retired railway contractor) and Elizabeth A Flavin (aged 69), his sister Elizabeth M Flavin (28, occupation Home Duties), his niece Ellen E B Flavin (3) and two servants at 28 Stanley Road, Withington, Lancashire, England.

He married Kathleen Plunkett in 1904 in Chorlton, Lancashire^[1]. They had no children.
