Cecil was born in 1899. ^[1] He was the son of Charles Fowler and Annie Oakes.

On 31 March 1901 Charles Fowler (37) Builder, wife Annie E Fowler (37) with sons Lyle Charles Fowler (10) and Cecil Bertram Fowler (1) lived in Inman Rd, Willesden, Middlesex, England. ^[2]

Charles Fowler (38), wife Annie Fowler (37) with sons Lyle Fowler (18) and Cecil Fowler (9) emigrated from England on board SS Salamis and arrived in Melbourne, Australia on 9 December 1908. ^[3]

On 18 October 1918 Cecil Henry Bertram Fowler, single Window Dresser aged 19 years 5 months (5 May 1899) from "Hillcrest" High St, Preston, enlisted with the Australian Army, Service Number V81347. Described as 5' 7.75" with fair complexion, blue eyes and brown hair. He was not called up for duty as the war ended on 14 November. ^[4]
