Cecil  Arthur  Franklin was born on 9 March 1887 in Kensington, Middlesex, England, the son of Arthur Ellis Franklin and Caroline (Jacob) Franklin. ^[1][2]

He died at the age of 73 on 28 January 1961 in London. He was buried in Hoop Lane Cemetery (Jewish) Garden of Remembrance. London.
