Franklin-6332 and Franklin-1868 appear to represent the same person because: Same wife, same daughter, no conflicting info other than slightly inaccurate birthdate.

Franklin-1523 and Franklin-1868 do not represent the same person because: These are not the same person, many Thomas' had daughters named Sarah. Both are common names, particularly in England where this man's father was born over 100 years before the man in the merge proposal--definitely not the same person based on age.
